Reasons to believe in the French market - France 2030 program

Launched by the French government in 2021, France 2030 was created to close the gap in industrial sectors where France had fallen behind, respond to the climate transition, and secure the country's independence in strategic technologies, from semiconductors and hydrogen to biotechnology and space. Rather than supporting the economy broadly, the plan channels €54 billion directly into the industries expected to define the next decade, positioning France to lead rather than follow global innovation.

For companies abroad, that's the signal to watch: it shows where France's resources and support will flow in the coming years, making these sectors particularly open to new and innovative products and services, foreign investment and partnerships.

If you're considering entering the French market, one question matters more than any other: which sectors offer the best opportunities right now? France 2030 gives a clear answer.

Reasons to believe in the French market - France 2030 program

Leading Sectors in France

The strongest opportunities in France are concentrated in a handful of sectors. Led by wholesale and retail (482 projects with 5,717 jobs), automotive (123 projects with 4,734 jobs), consulting and business services (121 projects with 2,187 jobs), and IT services (117 projects with 3,611 jobs), with energy and recycling generating the highest number of jobs per project (5,088 jobs from just 91 projects).

Retail leads in the number of projects, but energy and recycling creates the most jobs per project, a sign that this sector offers larger, higher-value opportunities. IT services also stand out, showing that France's appeal goes beyond traditional industries.

What Is France 2030?

France 2030 is a €54 billion government plan to make France a leader in key industries: artificial intelligence, renewable energy, and healthcare, among others. Nearly €40 billion has already been committed, supporting over 7,500 projects. For any company considering the French market, France 2030 shows exactly where momentum, funding, and government support will be concentrated for years to come.

Where the Opportunities Are

International companies have already launched 465 projects directly tied to France 2030 priorities:

  • 91 projects in AI, cloud computing, and quantum technology (nearly 3,100 jobs)
  • 82 projects in health tech and sustainable food (2,000+ jobs)
  • 53 projects in electric vehicles and clean mobility (2,150 jobs)
  • 52 projects in renewable energy and sustainable cities (1,700+ jobs)

If your business operates in one of these fields, France is actively building the funding, infrastructure, and support you'd need to grow here.

The US is the top source of foreign jobs in France, with 523,391 employees working for American companies (INSEE). American firms are mainly present in manufacturing, but it's logistics, mostly driven by major projects from Amazon and GXO Logistics that creates the most jobs. Amazon's projects alone will create 5,635 jobs.
